The Project:

The project ”healthregio - Regional Network for the Improvement of Healthcare Services“ is being carried out in the ”Outer Border Programme“ INTERREG III A of the European Union. The goal of this programme is to support and promote cross border cooperation between neighbouring regions, to encourage the establishment of a new economic and social ”pole“ with joint development strategies.
The purpose of ”healthregio“ is to work out sustainable political and economic concepts for the strengthening of healthcare service sectors and towards a targeted cooperation of providers of healthcare services in the border regions A-HU-SK-CZ.

Through the networking of all relevant players and decision carriers in the healthcare sector ”healthregio“ will attempt to reposition the healthcare sector in the border regions of A-HU-SK-CZ. The goal is a long-term positive development on a regional level. Targeted networking of stakeholders in the region will facilitate the joining of all powers, the use of existing resources and, at the same time, consider activated potentials and health and eco-political factors. Diverse developments in the region will be perceived as chances to learn about new starting points and to make new developments possible with each other. With this there will be an initial knowledge exchange and Know-how-Transfer on a broader basis, which will also determine all project phases from ”healthregio“, from the conception to the joint implementation of the measures.

In the context of ”healthregio“ there will be an initial attempt to carry out an evaluation of healthcare as an extensive economic factor and the healthcare provision capacity and quality in the border regions A-HU-SK-CZ . Joint concepts and measures for optimal healthcare provision (such as bilateral agreements, investigation into optimisation and economisation potentials) serve to improve the provision of care. Centralisation and optimal utilisation of existing resources and development potential (e.g. experience exchange, know-how-transfer, joint utilisation of infrastructures, structure improvements) and the optimisation of the service provision (creating synergies, securing quality etc) facilitate a long term positive development and cooperation of the healthcare service sector. This has the support of the healthcare service sector on a regional level ( securing and creating jobs, securing care services) and, as a result of this, competitively on a global level (establishment as attractive tourism region, promoting investment).

Project Implementation

The starting point for the processing of concrete proposals/recommendations for a sustainable development of the healthcare service sector in the border regions comprises extensive market research and analysis of the type and quality of the services provided and the existing strengths and potentials which are published as a study. There will be a summary of all relevant legislative and structural changes, which have taken place due to the EU East expansion and the existing strengths and potentials to guarantee the efficient utilisation of existing know-how and resources in the regions and to identify and evaluate the chances for the regional development.

The study will serve as a basis for the processing of the proposals for structural improvements in the region, which will be presented in the form of a report. This report will contain recommendations for long-term steering of economic and healthcare political developments in the border regions: the report will be distributed in the form of a CD ROM to all players and decision carriers and forms the basis for the implementation of concrete measures.

A network of all relevant players and decision carriers will be built for the realisation of the ”healthregio“ project. This will also involve the networking of providers of healthcare services, small and medium-sized companies, in the framework of the project. This networking and the targeted implementation of measures are a fundamental part of the project’s concept: a steering group which will comprise representatives from diverse national institutions and interests (eg Ministry of Health and Women, Vienna Healthcare Service, EALIZ), private industry and representatives from neighbouring countries (HU-SK-CZ) will determine the content priorities of the project with most varied further organisations from Austria and the neighbouring countries cooperating in the form of participation in an advisory committee of working groups for diverse topics.

The national cooperation will be coordinated through focal points in in A-HU-SK-CZ, which will be established in the course of the project in the border regions and whose main job will be to take the first steps in concretely implementing the recommendations in the report.

An Online-Platform (in D, HU, SK, CZ, GB) will initially serve as a communication hub to inform all the participating organisations and other interested parties about the current project status. This platform will serve as a crucial element to successful networking and also making the offers completely transparent.
